The ethnic violence erupting in the early nineteen nineties saw increased responsibilities being heaped on the law enforcement agencies, struggling to meet the delicate situation and quell the ever-rising tide of lawlessness in the country with woefully inadequate manpower. These agencies found it immensely difficult to protect public and private property, inducing unscrupulous criminals to rob and loot many banks, industries, and commercial enterprises and get away with millions of rupees.
